Create a Post-build job and incorporate it into the Build pipelines

As per the diagram below, there will be benefits to adding a post-build, pre-publish job or step that can be used for triggering the following tasks:

• Verifying all of the SBOMs files produced as part of a particular build pipeline
• Generating release notes
• (Optionally) launch the release job to publish betas, or launch the release job to trigger dry runs for official releases
• (Optionally) publishing TAP files to binaries repository

There are likely other post-release tasks that can be automated or semi-automated as part of this job (tasks that we want to trigger after all of the platforms have been built, but prior to publishing all of the artifacts related to the release).
