We decided not to fast track the patches into Adopt

Only Win32? I don't believe we're there on Win64/HotSpot yet so perhaps we should do it on both bitnesses [*]

x64 is already using 2017 toolchain

Has the due dilligence been made? Are we on par with upstream? We're still having problems with Java software not launching on Windows with JDK 8 because we're using a newer toolchain than OpenJDK (adoptium/adoptium-support#30).
