Interpreting Regulons of Transcriptional Repressors

Hi,

I recently ran the SENIC pipeline and am trying to make sure I am interpreting the results correctly. I found a transcriptional repressor with a high RSS score in one of my populations. Should I interpret this as transcripts with this motif in their promoter are abundant, therefore, there is less repression, or should I interpret this as there being more repression. I will add that some of the pathways this regulon is known to repress are upregulated in the same population where this regulon has a high RSS.
