To complete #92, we'll eventually need to take a pass over the whole codebase, but given our current rate of rewriting core code, if we institute this rule now we may end up with 80% of the code annotated without explicitly taking a pass to add the annotations.
On a related note, is there a way to have lint check for type annotations?
