aggsender: define a configurable retain policy for certificates

Feature Request

• Currently you can choose to keep inError certificates: KeepCertificatesHistory . But this keep all retries, so make sense than after a certificate have been accepted remove all the retries or maybe just keep retries for the last n certificates.
• By other hand the certificates in a final state are all of them in DB, maybe make sense to choose how many certificates to keep on DB (by number, by time, ....)
