Add an option to rename the freight in the promotionSteps

Proposed Feature

When promoting a freight I want to be able to change the freight name as it goes into the stage, so the name can be changed automatically and can have a logical connection with the step promotion or artifacts

Motivation

We need to have the freight name mutate as it is promoted and moved to the next stages, for example, to rename it as the commit sha, image-Tag, or any other identity that has logic during it promoted in the pipeline
