I'm afraid this is one of those issues which combines two mods from different people; I submitted it first as linuxgurugamer/KerbalSmartParts#37 but linuxgurugamer has punted it back to you.

I find that, when launched from hangars, SmartParts just don't operate. (https://forum.kerbalspaceprogram.com/index.php?/topic/151340-19x-smart-parts-continued/)

http://www.chiark.greenend.org.uk/~damerell/games/ksp/smarthangar/Smart-test-2.craft has a speed detector which I would expect to trigger the chute; if I right-click it, it reads Speed 0 throughout.

http://www.chiark.greenend.org.uk/~damerell/games/ksp/smarthangar/Smart-test-3.craft uses a ground hangar to check it's not just the box hangar; no matter how much EC one uses on the deployed craft, the chute doesn't deploy.

I'd like to have built these craft in a KSP install with only those 2 mods and their dependencies, but as you may have seen in the KSP forum thread for Hangars, I have a separate problem there. However, I think they don't need any other mods to operate.
