To snapshot (on snapshot platform for governance voting) reALT holders and restakers, we need to snapshot the following

reALT holders i.e, address holding reALT
reALT restakers i.e. derive the address which restake reALT into EigenLayer

Next

Remove the EigenLayer strategies address that holds the reALT from snapshot to avoid double counting
sum balance from both categories for each address
