Feature: Only sync domains, not certificates

In some cases, it may be required to have some ingress not synchronise the certificate, only handling domains.

Sometimes a cluster will have a wildcard certificate attached to the ingress, instead of having each ingress try and upload this certificate to platform-tls, we prevent the ingress from uploading the certificate and handle updating the certificate in platform-tls some other way (manually, automated job, or just 1 specific ingress only uploads certs)

In Lagoon, this would be autogenerated routes as they could share a common wildcard certificate.
