.indd files are proprietary formats that change with every version of
InDesign, so you can't really use scripting tools to generate perfect
files. The closest you can get is to try to make an InDesign Exchange
File (.inx), which are as cross-version as possible. However, there are
way too many settings in InDesign to account for when making a full
blown document file.

The reason I use this to make just tagged text is so that the whole
process is simpler. If you set up a file with all your styles already
established, your document should be mostly done once you place the
tagged text in the file.

You're getting that error because the script can't write to the output
file, most likely because of problems with permissions. Make sure the
folder you are working in has universal write permissions, or if that
doesn't work, make an empty new file with write permissions. Perl
should then be able to work with it without any problems.

Are you typing "install Date::Format" after you open the Perl shell
("perl -MCPAN -e shell")? You can only install Perl packages from
inside the shell---doing that command from the standard Terminal prompt
won't work.
