Multiple failed attempting to add vote, unexpected step from same peer in log

After the upgrade to 1.1.1, one peer is causing a ton of error messages in the log. Any idea what is happening and if this repeated error could eventually transform into a DoS?

In CometBFT src it says that this happens when:
