on fresh installation, "Create kubernetes job to perform the migration" is not performed

Steps to reproduce

when fresh installation,stuck on "migrate_schema.yml".
When operator runs to "Create kubernetes job to perform the migration", there is no pod to run for migration.

Expected results

as we expect to migration pod running then finish migration. task pod runs after finish initialize_django.

Actual results

database migration does not get to start, and so task pod does not get to running state.
