[Request] add Toggle Component #205

🥰 需求描述 | Feature Description

请看上面的动图，有点类似可选择的按钮，这个组件在 shadcn/ui 中叫做 Toggle: https://ui.shadcn.com/docs/components/toggle-group

🧐 解决方案 | Proposed Solution

两点小想法：

新增 Toggle 组件
扩展 ActionIcon 组件，用户点击的动画是可选择（animation），并增加一个可选择的属性（selectable）

这个组件挺实用的，希望支持🙏
