[Subtask] Minimize CI trigger conditions

Describe the subtask

Our CI already has changes check, triggering CI only when specified modules are modified, but there is still room for optimization. For example, in the build job, only trigger the spark build when the spark module is changed; and also, trigger the build only when openAPI documentation is modified instead of md files.

So we need to review all the triggering conditions of the workflows and minimize them.
