[Improvement] use a separate image to manage the data protection general scripts

Is your improvement request related to a problem? Please describe.

DataProtection backup and restore use some bash scripts, such as update backup status, stat_and_save_backup_info, handle_exit and so on. These scripts are used by many engines, and now these scripts are redundant across different engines.

Better to maintain these general scripts to a image, and backup or restore pod copy these scripts to backup/restore container to use.
