This jobs fails the build if a download fails

There are rate limits so very often this action fails. When that happens it breaks master build and causes issues furtyher down the pipeline. This

does not seem to work I guess continue-on-error does not work with uses: so this action needs to support continue on error in the action Failing to be able to test security is not the same as failing to test security. Often builds have nothing new in them depending on where they are in the pipleline
