The build was done on a Ubuntu 18.04 Virtual machine
makefile.unix:
TARGET = pinmame
LIBS = -L/usr/lib/X11 -L/usr/lib
INCLUDES = -I/usr/include/X11 -I/usr/include
ARCH = linux
DISPLAY_METHOD = x11
X11INC = -I/usr/include/X11
X11LIB = -L/usr/lib/X11
Since using X11 for my output testing I made sure I have the X11 debian packages.
Here is the list of the packages I made sure were present for a successful compile
(There are some sound packages that I neglected to note what they were)
zlib1g-dev
libx11-dev
libxext-dev
libxv-dev
x11proto-video-dev
libsdl2-dev
libsdl1.2-dev
To launch the compile ...
make -f makefile.unix
To clean up after failed compile
make clean -f makefile.unix
The completed object file is xpinmame.x11
Now lets review what sound related parameters we should set in makefile.unix
Notice I enabled both ALSA and SDL:
(during my experiments, using the default sound my FPS was between 8 - 12 FPS, when I switched to ALSA it was a solid 60 FPS and perfect audio and video)

Now lets confirm what sound devices we have
$./xpinmame.x11 -ldp
Digital sound plugins:
oss Open Sound System DSP plugin
alsa Alsa Sound System DSP plugin
sdl Simple Direct Library DSP plugin
OK lets try to see if we can get some sound using Creature from the Black Lagoon (lets force it to use alsa)
./xpinmame.x11 -audiodevice alsa cftbl_l4
The virtual machine (8gb memory and 4 cpus) running ubuntu 18.04 is running pinmame perfectly.
The sound is good, the FPS is 60.
My optimal command line to get the best sound and FPS:
./xpinmame.x11 -dp alsa -timer cftbl_l4
