Description

The Services Directive (2006/123/EC), via its Article 8, obliges Member States to make sure that service providers (businesses) can complete the procedures and formalities that are necessary to start or carry out their activities with Member States' administrations via Points of Single Contact and by electronic means, including across borders. Completion of procedures may involve the use of e-signatures. In order to facilitate the cross-border validation of advanced e-signatures (supported by a qualified certificate), Decision 2009/767/EC , as amended by Decision 2010/425/EU, obliges Member States to make available in a common way information on certification service providers issuing qualified certificates to the public. In order to assist Member States with the creation and maintenance of these trusted lists and to improve their compliance to Decision 2009/767/EC, the Commission has commissioned a tool in the form of an open source software that can be used by all Member States. The intended users of TLManager are Member State bodies responsible for the establishment, maintenance and publication of the trusted list, but it can be used by anyone who wishes to implement ETSI TS 102 231 V.3.1.2.

Features

The TLManager allows the creation and maintenance of TLs in accordance with Commission Decision 2009/767/EC, as amended by Decision 2010/425/EU, in particular it:

  • provides an xml machine processable output compliant with the Decision;
  • includes a (Graphical) User Interface to allow the User to:

Start by creating an empty trusted list and add the TSP information and corresponding Service information from there (start from scratch mode);


Start from an existing trusted list and allow all possible updates from this version (version management mode).
