Refactor: ANTA NRFU RunInformation log should be adjusted to be less confusing

Today when using tags

Number of devices: 3 (2 established)

Gives the impression that one device was not established when actually it was filtered by the tag (this comes from our doc on using tags).

Need to change the output (and there is some work behind) to not confuse tag filtered devices and non established devices
