Admin Menu: Mark as official

Is your feature request related to a problem? Please describe.
I would like to be able to help mark packages and repos as official without directly interacting with the back-end.

Describe the solution you'd like
An admin part of the site where I can mark a repo or package as official.

Describe alternatives you've considered
A CLI client that does this as a separate admin tool. The problem is that doing it manually or with a CLI would require access credentials to the back-end service. Doing it through the front-end provides an easier route to manage access.

Additional context
This would be needed to onboard more folks to help. Though, this is task rarely handled.
