User @jstoiko is mentioned as Code Owner but has no write permissions

Describe the bug

When navigating to the CODEOWNERS file through GH UI, it shows the following error:

The user name seems valid, so I guess it just doesn't have write permissions.

It looks like @jstoiko is not interested in this project anymore. I suggest removing him from CODEOWNERS and inviting @magicmatatjahu and/or @smoya, who are more familiar with current rewrites (#141). Any concerns? @jstoiko @derberg
