Motivation

It should be easier to get a specific major version of arizona bootstrap via NPM/Yarn

Is your feature request related to a problem? Please describe.

Retrieving the latest stable version of arizona-bootstrap via npm/yarn can be tricky or a manual process.

Proposed Resolution

Publish arizona-bootstrap as an NPM package, and utilize the latest tag for releases on 2.x

We should probably make a decision on this prior to creating any 5.x releases.
