Add ability to drill down to region/state

Overview

Using https://droughtmonitor.unl.edu/ as an example, create a way to drill down into regions and then states. This should all be done without using a backend. Code split the data for each region and state and so it's not all loaded at once.

Also part of this card is determining which data to show at each level.
