Allow Site Admin to Change Help Text for Domain Access Options

I had a client who just had problems getting content to show up on both sites. He has this option but was not selecting both domains:

I believe that the help text is not very helpful. For a site editor:

1. What are affiliates?
2. What does it mean for an affiliate to access this content?

I would like to do one of the following:

OPTION 1

Change the field Label to: Selected Domains
Change the description to: On which of your domains or websites should this content be available.

OR OPTION 2

Allow site admins to edit the label and description to fit their usecase.

I just set up a fresh site to see how this looked and the label is a bit different. The field label is better here, but the description could use improvement.

Now, need to see why it's different on our site, before deciding how to make it better.
