Ensure category order is respected

While for SLSL dictionary there is (currently) no order of entries within a category, on the Auslan Signbank entries are presented in a particular order. First, check this order actually is an order, eg for numbers. If not, this isn't high pri. If there is a proper order though, make sure we respect it.
