docker base images don't include nvcc cuda compiler

Is your feature request related to a problem? Please describe.
it is impossible to use the truss base docker images provided if you need to compile a CUDA operation during build because the base image used is 12.2.2-base-ubuntu20.04 instead of 12.2.2-devel-ubuntu20.04 (link to template file).

Describe the solution you'd like
i see two possibilities here:

1. you change the base nvidia/cuda image on the template here
2. you provide both options, base and devel base images.
