职业工会必须的，beta吧

其实，可以先做个，初期版本的，以后再多迭代几次修改吧

比如，就是加一类勋章，四大开国元勋， 首批原住民
然后，关联一下用户就完事了
所以，也可以alpha，算比较清新吧

@hlee 我对做勋章比较感兴趣，可以考虑接这个任务。。

@徽章这个issue基本做完了，我觉得第一个版本可以就这样了，以后如果想再修改就再次添加issue即可。。
