Why does Gazelle report 'unknown' when I insert directives in the root BUILD.bazel file?

Hello, I have placed the following gazelle directives in my BUILD.bazel file in the root of my project. When I do:

bazel run //:gazelle

Gazelle accepts the exclude directives, but doesn't like the others, which follow:

    # gazelle:go_grpc_compilers @com_connectrpc_connect//cmd/protoc-gen-connect-go:protoc-gen-connect-go
    # gazelle:go_naming_convention import_alias
    # gazelle:go_proto_compilers @rules_go//proto:go_proto

However, when I invoke gazelle directly, these messages are not displayed:

gazelle -go_prefix github.com/abitofhelp/bzlmod

This difference in behavior seems to be a bug, so I wanted to report it.
