When should an editor be able to delete a metadata record?

Part of the reason for initiating this discussion is that the current behaviour doesn't seem to fully match the documented behaviour, and the other part is to open up for discussions about changing what the behaviour should be.

The current documentation says that an editor can:

Delete own record that has never been published if the organization of the user and the record match

What I observe as the current actual behaviour as an editor user on an MR I created is:

MR Published?	Any unpublished draft?	Delete tab in MR page?	Delete button in Manage page?
Yes, currently	No	No	No
Previously, but not currently	N/A	No	No
Yes, currently	Yes	Yes	Yes

The two "yes"es in the the last row of the above table seem to be different than what the documentation says should be the case.

When Nicole and I looked at this today, we decided to raise a discussion, opening it to ideas on changes to when an editor should be able to delete an MR.
