{Draft} Student Application: Study Overlap for applications with PIR or "Study dates not listed"

Actual Behaviour:
When student submits application containing PIR or "Study Date not listed", SIMS does not perform "study overlap" check on applications with PIR or "Study date not listed" checkbox. And it results in successful submission of multiple applications for the same study date.. The validation for overlapping study dates is not happening.

Expected Behaviour
Submitting the application should through overlapping study dates validation for applications with PIR and applications with "Your Study Dates are not listed" checkbox, when the student submits an application.

Will monitor this issue as we move forward but the low risk and low expected frequency make this a low priority at this time. If it is not an issue up to FT release will close ticket.
