As a ministry user, I want the Ministry dashboard to have the contact information and links for: View training and View manuals to be up-to-date so that I can look up information quickly

Acceptance Criteria

Training section

• Change the contact information from [email protected] to "[email protected]"
• "View training" link to be updated to source [TBD]

Manuals section

• "View manuals" link to be updated to source [TBD]

Additional context
The training manuals are pointed to out dated material

• "View training" link forwards users to SIMS Project (External)>SIMS computer lab to resources from 2023
• "View manuals" link forwards users to the SIMS Project (External)>Manuals and the section is blank
