Bug: GGIRCS being logged in on another app in KC Gold results in "500" pages #489

Impact [3] -- there is an easy-ish workaround, log out then back in

All links are impacted except "Browse SWRS files"

To reproduce:

login to CIIP
go to the ggircs app and log in - there shouldn't be a password asked, just a keycloak screen with the IDIR Guid and an 'IDIR' button
the user is potentially redirected in a weird place
on the dashboard, click one of the links.

It doesn't matter whether the user has access to the GGIRCS app or not in KC
