There's one little step missing (or at least missing for me): after creating the PAT, and after "Step 2. Set up a new local repository from something existing on GitHub", a window popped up asking me for user name and password. Password is where you copy in your pat! (Thank you Lindsay for that now-obvious insight.)
If you did this wrong (like me), you'll need to remove the wrong credentials or else you will fail to authenticate. To remove credentials, search credential manager and choose Windows Credentials, click on the Generic credential you wish to change and click Remove. Then re-start in git bash steps 1 and 2 to get back to the window asking for your password.
