Description:
Temporarily disable the option for BCeID users to create compliance reports for 2025 and 2026.

Wireframe:
N/A

Purpose and Benefit to User:

Prevents users from creating compliance reports for years that are not yet operating correctly.

Acceptance Criteria:

BCeID users cannot create compliance reports for 2025 and 2026.
UI elements for selecting 2025 and 2026 compliance years are removed or disabled.
Changes are temporary and should be easily reversible when necessary.

Development Checklist:

Update the UI to remove or disable 2025 and 2026 as options for compliance report creation.
Document the changes so they can be reversed when necessary.

The button length seems to have shrunk, it used to take the full length of the button, can we set it back to that?
