Client Agency and Location Code fields empty

Describe the Bug
When registering a seedlot, after selecting a client agency and location code on any step and going to the next one, when going back to the previous step (the one with the selected agency and location code), the fields are empty.

Impact and Priority
High impact, blocking users from finishing registrations.

Expected Behaviour
Fields should still show.

Actual Behaviour
Values are not appearing.
