ngbuddy can block them on boot #11

If ngbuddy is configured to bridge to a cloned interface, say re0.42, it will create an interface with that name rather than bridge it.

If I run ngbuddy before netif, we can't bridge to a cloned interface.
If I run ngbuddy after netif, we can't use rc.conf's ifconfig_ configuration variables.

I'll throw an error and stop this from happening, but I'll need some help figuring how to inject ngbuddy into just the right spot.
