I also have Android 13 on my Phone and it works. You could check 2 things:

Most likely, the issue was indeed a disabled location service. I suggest adding a check to the application that this service is enabled and, if it is disabled, giving the user a warning that the application cannot work without it. |
When the app is started for the first time, a pop-up appears indicating that the location services must be enabled. But you are right, if you try to scan and the location services are disabled, it would make sense to display a note. |
