Tools page: Differentiate developer tools from implementations #46

The current "Tools" page has a list of all known tools in the IFC ecosystem. This includes tools that have been created for end-users and developers use.
These should be differentiated so that when a user of type developer: implementer visits the tools page, he/she should be able to view tools required for purpose only.
