Extend System Panel to Microsetta Admin #107

Currently, microsetta-interface can display a system panel warning with a fixed vocabulary, consisting of two messages:

Impending platform downtime/restart
System is in test mode and should not be used without permission

It would be valuable to extend this display to microsetta-admin so that wet lab personnel or others using the tool are aware of impending downtime.
