publish2hex failed on GHA

Tag/Release 切ったらよしなに hex.pm に publish してくれるはずだけど，なぜかいごいてない,,,

たぶん HEX_API_KEY の有効期限が切れている気がする．再発行・再登録してやる必要がありそう．

そして私の手元で無理くりやろうと思ったら，これはこれでいごいていない．

たぶん takasehideki et al. に @nishiuchikazuma が Add owner してもらわないといけなさそう

今はまだ rc なのでさほど問題ないが v0.3.0 の正式リリース前までに是正しておきたい．
