[Spike] Translations Refactor

When we need to add a new translation or update a translation in the translations table we currently need to create a new endpoint for the script runner and make sure we run it in production.

Instead, it would be better to have all of the translations in one place that we can update rather than having to create a new endpoint every time.

This is a ticketo to do a spike on how best to refactor the translations.

The end result will be a TDD
