Make ATTR_GEN_HELP_FILE localize-able #590

The help file name of an application object should be localize-able. That would help working with help files indifferent languages.

Would be nice if ATTR_GEN_HELP_FILE could be pointed to a simple chunk like visMoniker.

Currently, one can set ATTR_GEN_HELP_FILE with the message MSG_META_SET_HELP_FILE.
