It would be useful to have a test mode that returns dummy taxes and dummy results for address validations.

What do you have in mind, loading these values from fixtures? VCR?

@dhonig not sure at this point. I think we could just allow users to specify an address-sales tax mapping, something simple that will just allow them to perform the checkout flow, and then for anything more complex they can mock the method calls or use VCR as usual.
