Could rsync be used for proxmox_virtual_environment_file instead of ssh?

I don't want to upload the ISO file every time I do an apply. If I set overwrite = "false", on running apply I get Error: file "STORE:iso/file.iso" already exists. Why this should be seen as an error is puzzling. Rsync would be great at ensuring the file is correct.

The provider does check the uploading file and don't re-upload if file didn't change. Here I'm running tofu apply twice in a row:
