[Feature Request] Enable installation without admin rights

Enabling installation to the user profile directory on windows similar to what vscode does will make Brackets available for corporate users without admin access.

If not possible, a portable installation could also be a solution.

We are currently migrating brackets away from adobe tools and technologies via electron port. Your request for user-mode installation will be taken care of once that is done. You may track this ticket to know more
