add an option to destroy the database when destroying an ad hoc environment

ad hoc environments create a database in the shared RDS instance named {ad-hoc-env-name}-db this should be preserved by default when destroying an ad hoc environment in case it needs to be used again. There should be an option that allows a developer to destroy the ad hoc environment
