Migrate clockwork task for weekly reports to Rake task (run by cron)

This would make it easier to fit into a variety of deployment strategies (as opposed to running clockwork in it's own process alongside the web server).

We were thinking of making this into a Docker container. Docker containers often do not have cron. So there is not much difference between having a cron process or some other process. You have to run additional process inside a container anyway.
