syntax error while "Adding Theme Support for Primary Navigation Menus" #25

Using TwentyTwelve on WP 4.6.1. When I edit functions.php to add

OK. I added the closing ?> for the entry and was able to save functions.php. I then followed the instructions in https://github.com/bu-ist/bu-navigation/wiki/Adding-Theme-Support-for-Primary-Navigation-Menus to add theme support via the file header.php. The Appearance > Primary Navigation menu does not show up. Out of curiosity, I moved the code to functions.php. No luck.
