Step 1.3 wont work

I already had skiovex on my Chromebook but now it died and was updated to 120.0.6099.304. When I try and do step 1.3 where I have to do alt+shift+s it would not work, I tried it so many times and I did it on different kiosk app, can someone help me

when i do CAUB Prevent Updates my chrome://network#general is blocked and when I do CAUB Flags Prevent Updates my setting's app is also blocked by my organization
