[Check_rec] Report if a climbing site is created without any associated routes. #21

In the check_rec procedure, add a report when a waypoint of the type "wtyp=climbing_outdoor " is created but no route associated. There should always be a route called "pedestrian access", to allow creating an outing without precising all the routes.

Arf, unfortunately, I had to revert this: assocciation data are not present in the history service, so the test will never work (and actually, it crashes, I didn't looked close enough to the code...).

I re-open the issue, as it's possible, but it's a bit more difficult...
